Today we’d like to introduce you to Phillip Imanlihen.
Hi Phillip, thanks for joining us today. We’d love for you to start by introducing yourself.
I started my career on the front lines of public and commercial health insurance in New York City, where I learned fast that “compliance” isn’t paperwork—it’s how you protect patients, providers, and the business all at once. I went on to earn an MPA in Healthcare Policy and a JD and spent 17+ years inside health plans, growth-stage companies, and advisory roles translating dense regulations into clear workflows: HIPAA/HITECH programs, No Surprises Act, Corporate Practice of Medicine, Medicare/Medicaid requirements, product filings, audits, marketing reviews, and contracts that actually hold up.
Two moments shaped my path: first, seeing how easily good organizations stumble because rules aren’t operationalized; second, the chaos of the pandemic, when clarity and speed mattered more than ever. I founded Healthcare Compliance Consultant to be the calm in that storm—turning statute into step-by-step playbooks, training teams, pressure-testing disclosures before regulators do, and helping leaders make confident, ethical decisions under deadlines.
Today I partner with agencies, clinics, and health tech teams across Los Angeles and beyond. My approach is practical and outcomes-focused: reduce risk, improve operations, and keep you ready for the next audit or RFP without slowing growth. LA is home, and I’m proud to support organizations that care for our communities. If you need a compliance program built, I’m here to help and provide clarity, speed, and solutions that work in the real world.
I’m sure it wasn’t obstacle-free, but would you say the journey has been fairly smooth so far?
Not at all. The road has had potholes, detours, and a few dead ends—and those taught me the most.
Early on, I learned the difference between “checking the box” and building compliance that actually works. I once walked into a growing organization two weeks before launch and found beautiful branding wrapped around disclosures that wouldn’t survive a regulator’s first glance. Saying “we can’t ship this” wasn’t popular. But reworking the product, rewriting the member communications, and rebuilding the approval flow saved the company from fines and a credibility hit. That was a turning point: I’d rather be briefly unpopular than permanently noncompliant.
There were seasons of whiplash, too—Friday at 4:42 p.m. audit letters, new state rules landing mid-implementation, vendors changing terms after signatures. In one stretch, I stood up privacy, security, and marketing review processes in parallel while helping leadership renegotiate contracts under real financial pressure. It was messy. I learned to triage: stabilize risk first, then harden systems so those “emergencies” don’t repeat.
The hardest lessons were human. Compliance can be framed as the team of “no,” and I had to earn trust by translating law into simple steps people could actually follow under deadline. I made space for engineers, marketers, and clinicians to tell me what reality looked like on their side, then built safeguards that respected that reality. I’ve also had to sprint past my comfort zone—owning decisions when the perfect answer didn’t exist, and setting boundaries so the work doesn’t swallow the mission.
Those struggles shaped my philosophy: clarity over noise, candor over spin, and systems over heroics. Today, when a client calls with a thorny issue—an aggressive timeline, a regulator on the line, a product that needs to launch without creating tomorrow’s problem—I’ve likely seen a version of it. The road wasn’t smooth, but it gave me the calm, the playbooks, and the resilience my clients hire me for.
We’ve been impressed with Healthcare Compliance Consultant , but for folks who might not be as familiar, what can you share with them about what you do and what sets you apart from others?
We’re a boutique advisory built for one thing: turning healthcare regulations into operations that actually work. At Healthcare Compliance Consultant, I help health plans, provider groups, clinics, and health-tech teams build, fix, and scale compliance—fast—without slowing the business.
Day to day, that looks like standing up HIPAA privacy and security programs, preparing teams for Medicaid/Medicare audits, cleaning up marketing and member communications before they ever reach a regulator, negotiating payer and vendor agreements, and building the playbooks and training that keep people confident under deadline. I’m known for translating dense statutes into plain-language workflows, then pressure-testing those workflows the way an auditor or AG would. Leaders call when the stakes are high: a product needs to launch, a regulator is asking questions, or the board wants proof the program is real and defensible.
What sets us apart is the “statute-to-workflow” approach. I don’t hand you a binder and bounce. I map the rule to your process, your tech, your team—then leave behind checklists, templates, and an approval flow you can actually run. It’s practical, outcome-driven, and aligned to how care is delivered and how revenue is earned. I also bring an operator’s mindset: legal rigor paired with product, marketing, and RevOps realities, so compliance becomes a growth enabler, not a tax.
Brand-wise, I’m most proud of our clarity. Clients tell me our deliverables read like instructions, not legalese: audit-ready evidence, risk registers that drive decisions, crosswalks from requirement to owner to proof. The promise is simple—clarity, speed, and solutions that stand up on Monday morning and in front of a regulator six months from now.
For readers: if you need a fractional compliance leader, a rapid program build, or a stress test before an audit or launch, that’s our lane. We offer program assessments and gap remediation, HIPAA/HITECH alignment, marketing and TCPA reviews, policy and training suites, contract and disclosure support, and “red-team” regulator reviews. Bring the problem; I’ll bring the playbook—and we’ll leave you stronger than we found you.
What matters most to you?
What matters most to me is my family—and the belief that every family should be able to see a doctor without doing math in the waiting room. I’m a husband and a dad first. That lens shapes everything I do. When I look at the healthcare system, I don’t see statutes; I see parents juggling copays, seniors comparing formularies, and kids who just need care to be close, timely, and uncomplicated. I chose compliance because it’s the quiet lever that makes all of that more affordable and more humane. When rules are clear, workflows are simple, and disclosures are honest, waste goes down, fines disappear, and dollars move to the bedside instead of the back office. That’s the work: make compliance easy and economical so access improves.
It’s personal for me. I’ve sat with relatives who were confused by coverage and watched good clinics struggle because requirements weren’t translated into daily practice. Those moments convinced me that “doing it right” shouldn’t require heroics or a legal dictionary. My mission is to turn dense regulations into plain-English steps that real teams can run—so care gets delivered faster, cleaner, and at a price families can live with. If my brand stands for anything, I want it to stand for that: protecting people you’ll never meet by building systems that quietly do the right thing, every day.
